Historical Background

The State Scientific Institution “Scientific and Practical Center for Preventive and Clinical Medicine” of the State Administration of Affairs (hereinafter – SSI “SPC PCM” SAD) was established in 2009 through the reorganization of the State Institution “Clinical Polyclinic No. 1” of the State Administration of Affairs in accordance with the Cabinet of Ministers of Ukraine Order No. 664-r of June 17, 2009, “On Certain Issues of Medical Care Organization” and the Head of the State Administration of Affairs Order No. 168 of June 26, 2009.

In 2010, a commission of the Ministry of Health of Ukraine, established by Order No. 117-Adm of April 9, 2010 “On the Study of the Work Experience of the State Scientific Institution ‘Scientific and Practical Center for Preventive and Clinical Medicine’ of the State Administration of Affairs,” concluded that the institution was unique in Ukraine, as it combines scientific, diagnostic, therapeutic-preventive, and educational units and is capable of conducting comprehensive research, developing and implementing high-tech treatments, innovative prevention methods, and improving quality of life based on evidence-based medicine.

The SSI “SPC PCM” SAD was first accredited as a scientific institution in 2013 (Order of the State Agency for Science, Innovation, and Informatization of Ukraine, No. 156, July 26, 2013).

In May 2022, following a routine state accreditation, the institution confirmed its status as a scientific institution (Certificate Series DA No. 00539, valid until May 26, 2025) and was classified into Qualification Group II: “Stable scientific institutions with significant scientific potential, leading in specific areas of research, scientific-technical (experimental) developments, and the implementation of scientific and technical products, actively integrating into the global scientific and European research space while considering national interests.”

In July 2022, SSI “SPC PCM” SAD was entered into the State Register of Scientific Institutions Receiving State Support (Certificate Series DR No. 03122). 

In July 2024, the institution was reorganized through the merger of SSI “SPC PCM” SAD and the State Institution “All-Ukrainian Center for Maternal and Child Health” of the State Administration of Affairs, forming the State Scientific Institution “Center of Innovative Healthcare Technologies” of the State Administration of Affairs in accordance with Cabinet of Ministers of Ukraine Order No. 366 of April 26, 2024 and Head of the State Administration of Affairs Order No. 96 of April 30, 2024. 

Scientific Activities
One of the Center’s key statutory objectives is to conduct applied scientific research in preventive and clinical medicine, develop and implement new methods of disease prevention, diagnosis, and treatment, and provide scientific and methodological support for preventive programs in healthcare.

Deputy Director for Scientific Work – Professor Yurii Borysovych Yashchenko, MD, a renowned expert in social medicine, healthcare organization, and pediatrics. Author of over 300 scientific works, co-author of 16 monographs, 3 textbooks, and 3 teaching manuals. Holder of 5 patents in Ukraine and supervisor of 3 PhD candidates. Awarded the “Excellence in Education of Ukraine” distinction.

Scientific Secretary – Olena Oleksandrivna Dzyzinska, PhD, experienced researcher and physician with over 40 scientific publications. Areas of interest include clinical physiology, geriatrics, internal medicine, and cardiology.

Responsible Officer for PhD Training – Svitlana Petrivna Hlabets, Junior Researcher (Teaching Methods), Scientific Department of Educational-Information Technologies. 

Since 2009, the institution has maintained a Scientific Council comprising 18 members, including:

  • 2 Academicians of the National Academy of Medical Sciences of Ukraine (NAMS)
  • 1 Corresponding Member of NAMS
  • 1 Corresponding Member of the National Academy of Pedagogical Sciences of Ukraine (NAPS)
  • 12 Doctors of Science
  • 8 Professors
  • 5 PhD holders 

Other councils include the Scientific-Methodological Council, Educational-Methodological Council, Council of Young Scientists, Ethics Commission, and Expert Commission. 

Scientific Staff

As of April 2025, SSI “CIHT” SAD employs 57 scientific staff members across 50 positions:

  • Doctors of Science – 20 (including 2 NAMS Academicians, 2 NAMS Corresponding Members, 1 NAPS Corresponding Member, 15 Professors, 2 Associate Professors, 3 Senior Researchers)
  • PhD and Candidates of Science – 25 (including 5 Associate Professors, 2 Senior Researchers) 
The Center operates 4 scientific departments:
  1. Internal Medicine
  2. Minimally Invasive Surgery
  3. Medical Care Organization
  4. Educational-Information Technologies

Research is conducted by 11 creative scientific groups led by renowned Ukrainian scientists, mostly Doctors of Medical Sciences, specializing in: cardiology, neurology, social medicine, surgery, anesthesiology, urology, ENT, gynecology, vascular surgery, orthopedics, and neurosurgery.

Collaboration
SSI “CIHT” SAD collaborates with national and international research institutions, universities, and healthcare organizations, including:
  • Medical University of Lublin (Poland) – scientific-practical cooperation (2023)
  • Kyiv Regional Center for Mental Health – rehabilitation programs for patients affected by war
  • NGO “Impact Force” – mental health program “Impact Health”
  • Center for Mental Health and Rehabilitation “Lisova Polyana” – trauma care and rehabilitation

Additional partners include the Ukrainian Military Medical Academy, State University of Intelligent Technologies and Communications, G.S. Kostyuk Institute of Psychology (NAPSU), and National Scientific Medical Library of Ukraine.

In 2019, a memorandum was signed establishing the “University Clinic” consortium, integrating education, science, practice, and innovation to create a continuous professional education system and implement innovative projects in healthcare. SSI “SPC PCM” serves as the coordinator.

Publishing Activities

SSI “CIHT” SAD publishes two scientific journals:
